How the Framework helps Local Authorities (LAs) develop quality provision in schools
Provides a quality assurance model for Able, Gifted and Talented provision based on school self-evaluation;
  • Links with EDP priorities for developing well-targeted activities to support Able, Gifted and Talented provision;
  • Enables LAs to network schools with a common strategic aim;
  • Provides external recognition from NACE that schools have quality provision through the gaining of the Challenge Award.

Criteria for working as a Challenge Award Assessor

  1. Accredited Ofsted Inspector or local authority adviser with at least 3 years experience of undertaking whole school reviews in a range of schools
  2. Specialist knowledge of A, G and T Education
  3. Attendance at 2 day training comprising of:
    Day 1: Challenge Award Training for local authorities
    Day 2: Challenge Award Training for Assessors

Assessors will also need to attend the Challenge Award Conference

Training for Challenge Award Assessors
This training day is to equip people, who meet the criteria for working as an Assessor and have attended the obligatory Training Day for Local Authorities, to undertake assessment of schools.

However, we receive many requests from advisers who do not yet meet the criteria but have attended the Training Day for Local Authorities, are using the Framework with schools and feel that attending the Assessors’ Training would give them greater insight to better support schools.

To accommodate this, we are able to invite such people to attend the training day, as observers. These individuals, if working in a school improvement capacity with a number of schools, may be eligible to support Lead Assessors on Audit days.

The Challenge Award NACE- Local Authority Partnership

Local authorities can enter into partnership with NACE to administer the accreditation of The Challenge Award within their own schools. In return for an annual subscription the Local Authority (LA) will receive:

  1. Following training by NACE of a lead adviser in the Accreditation Process, one free place for training of an additional person meeting the criteria for an Assessor   
  2. The right to assess schools in the LA for the Award  
  3. Provision of a Lead Assessor at the first assessment in the first annual partnership. Travel and any accommodation costs to be paid by the LA. In ensuing years of partnership a joint review of processes.
  4. One subscription, for use of Partnership’s named contact only, to The Challenge Award web-site with regular development and case study material
  5. Access to online support and advice from the Director of the Challenge Award
  6. One free place at a national or regional Challenge Award Conference
  7. A Kite Mark to LAs with 50% of schools achieving the Challenge Award
  8. Regular partnership updates
  9. Challenge Award Administration Support Pack for Local Authorities, containing the standard letters and procedures you need to operate Challenge Award Assessment

What are Local Authorities committed to?

  1. Using the Accreditation Framework to assess schools and complying with NACE Challenge Award procedures and Quality Assurance (as set out in the Assessor’s Handbook)
  2. Annual monitoring of the maintenance of standards in schools with The Challenge Award
  3. Re-assessing schools every 4 years
  4. Providing regular updates and training for schools
  5. Attendance at a national or regional Challenge Award Conference, with one free place given
  6. Adhering to NACE copyright and highlighting NACE ownership of materials. Not circulating copyrighted materials nor using them for freelance work.

What are the benefits?

  1. Partnership LAs will know their schools well and have a clear overview and evidence of the quality of A,G&T provision
  2. Partnership LAs will be able to evidence the quality of their support to schools for Ofsted
  3. Partnership LAs will be able to determine the level of charging to their schools (or to fund it from EDP) whereas schools in non-partnership LAs will be assessed by a Challenge Award Consultant on an at cost basis (likely to be £600 to £1980 per school)
  4. CPD opportunity for LA advisers and local headteachers to contribute to assessment and monitoring processes

Reduced cost training for other LA advisers to become Accredited Assessors
